Place the lamb in a stockpot with water and a cinnamon stick over high heat.
Bring to the boil and simmer. Skim off any scum that forms from time to time.
Cover and simmer on moderate heat until tender.
Remove the meat from the stock, discard the bones and crumble the flesh.
Add the Soluble Oats to the meat stock.
Add the crumbled meat to the Oats.
Season with salt, taste the mixture, and adjust the seasoning as desired.
Stir the mixture with a wooden spoon, stirring occasionally until the Harees have thickened.
Spoon the Harees on the serving plate and serve drizzled with ghee and a sprinkle of sugar and cinnamon.
